F-89 vs. T-89: Which Does Your Building Need?
Both are valid FDNY Certificates of Fitness for fire life safety directors. The difference depends on your building's fire safety plan status.
F-89 — Comprehensive Plan Buildings
Required when your building has an FDNY-accepted Comprehensive Fire Safety and Emergency Action Plan. This applies to most high-rise office buildings (Group-B occupancy) and any building with a two-way voice communication system. The F-89 covers both fire emergencies and non-fire emergency action plan (EAP) responsibilities.
T-89 — Fire Safety and Evacuation Plan Buildings
Required when your building has a Fire Safety and Evacuation Plan on file with the FDNY but has not yet obtained acceptance of a Comprehensive plan. This typically applies to hotels (Group-R1 occupancy) and buildings transitioning to the comprehensive plan framework. Once the FDNY accepts your building's Comprehensive plan, the T-89 must be upgraded to an F-89.
